ttshaper - Tom's traffic shaper
This "suite" can be useful for deploying/testing/monitoring traffic shaping. It consists of ttshaper, the shaping script, and nusage, a speedmeter.

Use nusage for watching actual rates per shaping class. Nusage works well with cbq & htb. Nusage extracts data from the tc(8) tool.
